Does anyone know anything about the barking dog(s) in the backyard of one of the apartment buildings on the block bounded by Sacramento, Hyde, California and Larkin streets?

This started a few months ago. Several times every day the dog owner lets the dog(s) go into their building's backyard. The dog(s) bark and bark and bark until finally the owner brings the dog(s) back inside. It often goes on for hours, and often happens very late at night. I've heard it at 3am more than a few times. Other neighbors occasionally yell out their windows at the dog owner. I think I heard somebody say something out their window about there being more than one dog. I can't see any of this from my place, but it's become really annoying. I have no idea who the dog owner is, whereabouts s/he lives, or whether anyone has tried to deal with this. Do you?
